Wage and Job Dynamics after Welfare Reform: the Importance of Job Skills
نویسندگان
چکیده
I use data from employers and longitudinal data from former/current recipients covering the period 1997 to early 2004 to analyze the relationship between job skills, job changes, and the evolution of wages. I analyze the effects of job skill requirements on starting wages, on-the-job training opportunities, wage growth prospects, and job turnover. The results show that jobs of different skill requirements differ in their prospects for earnings growth, independent of the workers who fill these jobs. Furthermore, these differences in wage growth opportunities across jobs are important determinants of workers’ quit propensities (explicitly controlling for unobserved worker heterogeneity). The determinants and consequences of job dynamics are investigated. Work after Welfare Reform and the Well-being of Children
Using data from five waves of the Women’s Employment Survey (WES; 1997-2003), we examine the links between low-income mothers’ employment experiences and the emotional well-being and academic progress of their children. We find robust linkages between several different dimensions of mothers’ employment experiences and child outcomes. The pattern of results is remarkably similar across all of ou...
متن کاملWelfare recipients' job skills and employment prospects.
The welfare reform goal of moving mothers who rely on welfare into private-sector employment cannot be achieved only by changes in public policy. Employment rates reflect the job qualifications of individuals, obstacles to work outside the home, the attractiveness of available jobs, and the capacity of the labor market to absorb new workers at particular skill levels. This article examines how ...
متن کاملReturns to Tenure and Experience Revisited--Do Less Educated Workers Gain Less from Work Experience?
This paper explores whether within job and between job wage growth is lower for less-educated workers. While a simple model of heterogeneous learning ability predicts that individuals with low learning ability will have flatter wage profiles, this prediction has been largely ignored in the recent welfare reform debates. The key econometric problem in estimating returns to tenure and experience ...
متن کاملDistributional Effects of Local Minimum Wage Hikes: A Spatial Job Search Approach∗ Click here for the latest version
This paper develops and estimates a spatial general equilibrium job search model to study the effects of local and federal minimum wage policies. In the model, firms post vacancies in multiple locations. Workers, who are heterogeneous in terms of location and educational types, engage in random search and can migrate or commute in response to job offers. I estimate the model by combining multip...
متن کاملLabor Market Dynamics: A Model of Search and Human Capital Accumulation
Informed by new measurements of labor market dynamics, I develop and estimate an equilibrium search model of worker mobility. I first describe new facts about the dynamics of wages across involuntary unemployment spells in Denmark. This implies that the job-ladder search model cannot by itself explain all the observed movements of workers between firms. I construct a new model of worker mobilit...
